Go to his Dept. and ask to speak to Internal Affairs. If the Dept. is too small for an Internal Affairs Division, then ask to speak to the Chief. Make sure you start off by saying, "I would like to file a complaint." So there is no mis-understanding why you are there

Do you wish to get stolen property back that was found by a police officer ?
They have a form you fill out and there has to be a positive ID of the item.
If you wisht o claim a police officer stole something, contact the shift supervisor or internal affairs for that department

The same way you would if it was another person.
Best to file a theft report at a different police station than the one of the officer. Don't mention his job if you don't have to. It shouldn't make any difference what his job is. Or just claim you don't know what his job is. Ask for a copy of the police report before you leave.

First think about it. A police officer has the backing of the whole police department. They have the means to make your life a living hell. They can come back on you at any time and make it look like you have threatened them in some way and in the worst case, they could kill you and put a gun in your dead hand and say that you were gunning for them.
Believe me, it's not worth it.

How does someone steal your business? If so, it is most likely a civil action, not a matter were a crime occurred.
