Yes you can. Like most painting jobs, proper preparation will result in the best looking results. First order of business is to clean the paneling to remove dirt, smoke (if smokers have lived in the house), and oil. It should not have a "sticky" feeling, but should feel clean and dry.
It is not a good idea to try to fill the cracks and joints. Whatever you use to try to fill them will eventually fail and no matter how good you are at filling them, they will always be visible.
If the paneling has a slick surface, it may need a light sanding so the paint will stick. Make sure to clean up all sanding dust with tack rags.
The paneling must be primed before finish coat(s) are applied. Best advice is to use a stain blocking bonding primer. Bonding primer is important in order that the paint stick to the paneling. Stain blocking is important to seal the paneling and prevent bleeding through the finish coats.
Last step is to paint the paneling the color of choice. Flat paint is recommended because it will hide flaws and defects far better than semi-gloss or gloss.

Yes it can be done. Most paneling has a coating on it that will not accept paint well so you will want to prime it first. A light sanding first would be preferred also. If it has large gaps between the panels, you may want to fill them in but be advised, this may crack later due to enpansion and contraction with the temperature. Using a paintable caulk would be better than a hard drying material. Latex paint will also "give" with expansion/contraction.

You can paint over paneling.
You may have to score/scratch/abrate the paneling first if it is really slick and the paint is not sticking.
You may have to fill in the cracks if they show up after you finish painting. This can be done with wood filler and a spatula-like tool.

I've painted over just about anything. The most recent Better Homes & Gardens Creative Collection - winter 2006 - 100 decorating ideas etc., Has an article devoted to dealing w/paneling - pg 70 - if immediate need I just had it handy (in the loo). BHG has excellecnt resource catalogs on home improvement, crafts, etc. Amazon has a great selection of in-expensive resource books, mags, etc. Go for it.

Yes, it can be done, but it doesn't look the greatest. They also make this wallpaper stuff that you can put over paneling to paint it....it looks better if you get the one that has the design.

I did this.
I had dark wood veneer paneling.
You have to sand it to get the paint to stick.
It looks better than it did. Flat paint looks the best over the paneling.
Still-if you have the time, skill, and energy take it down and plaster the wall instead.
