I have four globe lights over my vanity. They give off alot of light. If you used something with bulbs up, it would give alot of uplight, on the ceiling. It depends on the use & effect you're going for.

putting the globes facing up will give off more light because the white ceiling will reflect alot of the light back down, globes down will concentrate the light in that specific area

The fixture with the highest allowable wattage will give off the most light assuming you put in the proper light bulb. The style of the fixture only directs the light in a particular direction. So, really, you need to decide which direction you'd like the light to go, up or down. Check out this link on how to make your own fixture.

It's the shadow of the socket which causes differences.
If you need your eyes to be shaded then put the base in between. Else usually hi ( in height) lights are base up, globes down.

I would go with globes down. Besides focusing the light on you, they're easier to clean!
