Stop encouraging him:)
You're probably not doing it on purpose, but a lot of the things we experience when we're stressed, which you probably are when he's around since you don't want him there, can imitate some of the same things as when we're attracted to someone. Ex: You're pupils probably dialate. And while you can't control some of your body's involuntary responses, you can do some things to counteract them.
When you talk to him, don't stand with your shoulders square to his and your feet pointing towards him. Make sure that your feet are pointing away from him, (both feet in the same direction) and your shoulders at a slight angle away from him. Don't show your wrists. Cross your arms in front of your body. All of these behaviors help to build a barrier between you and the person who is attracted to you.
Make sure you are not alone when he visits. If he has a key to your place, change your locks. If you are alone when he comes by, don't answer the door. If he continues to knock, or remains around your house waiting for you to return, call the police.
Also, be frank and concise in your words:
"I'm no longer interested in you. Please leave."
If he doesn't.
"Please leave. You are making me uncomfortable."
If he still doesn't leave, call out to someone else in the house. NEVER DEAL WITH HIM WHEN YOU'RE ALONE.

Don't answer the door or phone. If you fear this person, however, you really should consider calling the police each time he comes over and the restraining order.

There is nothing you can do to stop him unless you tell him so. Only if he persists even after being told, perhaps you may want to reconsider your toughts on applying for restraining order.

Tell him to stop. Don't answer the door or allow him in. Tell him that he's harrassing you and if he doesn't cease showing up without an invitation that you will involve the law.

You tell him you will get a restraining order if he does not. Or get your Dad to have a friendly but firm word.

You need to tell him you are no longer interested, plain and simple. If you dont he will keep doing it and eventually you are going to wind up really hurting him and your chances of a new relationship.

The next time he appears, inform he that you consider him to be "stalking" and that you'll have him arrested the next time he decides not to take "no" for an answer.
That would HAVE to work.
