A digital TV is one that has a Digital TV tuner so that it can receive either ATSC signals (both SD and HD) and Digital cable.

Plasma refers to the display technology.
A digital TV can be plasma, LCD, DLP, etc.
A Plasma without a tuner is just a monitor
