Thanks for your answer, but I am confused because the income tax return program I am using doesn't ask for two numbers, it only asks for one. I'm not sure if I should add the numbers in each box together or what I am supposed to do.

Those are local income taxes withheld. You need to file a local tax return with those localities on top of your Federal and State returns.

Do not add the numbers together. If your software only allows one local tax, enter the first set of numbers (the 1% Shippensburg tax).

The unemployment tax of .9% also appears, you can ignore it. If you itemize, when you are filling out Schedule A, when you get to "other taxes", you can add the $3 state unemployment tax.
