I'm able to do this with a tape recorder. But how can I do this on a CD. What technology do I need to buy?

You buy a microphone. Then plug it in then go to Start>All Programs>Accessories>Entertainment> Sound Recorder. You can record up to 60 seconds. Or you can download gold wave. Just google it. You can record up to hours. Save it, pop a blank cd in. And drag them in there and write the cd.

You'll need a microphone (available anywhere for about $10).

If you want to burn to CD, you need a CD or a CD/DVD burner (about $60).

Go into start, accessories, entertainment, and use Sound Recorder. You can do minor edits to your sound as well including layering. One of the other answerers says you can record for up to 60 seconds. I use this all the time at work and I can record for hours.

Save it anywhere on your hard drive. You can play it back on your computer any time without a CD burner.

Copy it to the CD (most CD burners are really easy to use) and its basically the same thing as copying from one file to another.

I use Vista now, so I can't find it for you, but there is a Microphone boost feature that is really helpful, gets rid of a lot of background noise. I believe its on the volume control, click properties and select advanced features. If its not there type in Microphone boost in the Windows help menu and do a search - it makes a real difference.

many of the new digital cameras allow you to record audio only, so do mobile phones, record sound. transfer to your PC and create an audio CD with a burner on your PC.

should be fairly simple

well you could get a multitrack recorder wich is used to record music onto cd's, but theres probably something cheaper that doesnt have a bunch of features you dont need
