take it easy. Being inside the small cage is one environment.
Outside the cage is another much bigger environment that your budgie is not familiar with; so it is only natural for your budgie to be aprehensive.
Besides parakeey cages have small doors and it is easy for your friend to slimv the bars of the cage and not come out.
Be patient, and give your friend time to build his level of trust in you.

At 7 weeks old, he is still fairly young. At that age, in the wild, he would have left his parents by now to join a flock, or find a mate. Seeing you as his parent, and the cage as his nest, he thinks when you tell him to come, you are taking him our of the nest to learn to fly, or for him to go out on his own. He wont come to you outside of the cage because most parent birds chase their young away from home, he must be afraid you might do so. Try offering him some treats that he likes and coax him onto your finger, while saying the command, outside of the cage. Soon enough, he will learn that if he comes to you, outside of the cage, he will be rewarded.

try using a perch, slide it in the cage and say up like you would with your finger and if he jumps on slowly bring out the perch and see how he reacts to being outside on the perch. when i had my budgie, i had read this in a book and this is what i did and if worked for me. if this idea fails the first time just keep on trying to do it sometimes budgies are very scared it takes them a while to get use to something. i hope this helped some good luck with your bird and have fun!!!!

i had the same problem, budgies get very adgetated outside of their cage or "safeplace" you need to let your bufgie out more, for longer periods of time and let him come to you! let him get realxed outside the cage then try it :D

You need to give your budgie time to know the outside.then your budgie might go to your finger.
