Why is there so much dust on toilet paper?

TP is biodegradable, so it must be made of a paper that dissolves quickly in water. The dust comes from the type of paper needed to dis sole quickly. It cannot be too dense or it will not dissolve. It must be light in texture and have a lot of surface area for the water to attach.
