APO AE is not just Europe - packages sent to the Middle East also go through this APO. So if you're sending a package to someone in Iraq or Afghanistan, it will say "APO AE 12345" - the numbers are like a zip code for whatever area the person is stationed in.

If you are mailing to Iraq/Middle East/ anywhere on that side of the world -- all the mail goes through Europe (Germany usually) first.

APO, AP means Armed Forces Pacific and so on...

the zip is just like the States -- 09045 is a specific post in Germany while others designate troops in Iraq; often with the last four after the dash being that specific unit.
