Small dogs do have smaller bladders, but because there is less of a body there needing hydration their intake should also be smaller, right? So are their bladders proportionately smaller or is there some other reason?

This is based on the logic of small dog=small bladder that can't hold much. If a bladder can't hold much, it must empty often. If thedog drinks the same amount of water relative to their size as a big dog, shouldn't it not really make a difference?

It is more of a training issue than anything else. Many people let 'Fluffy' do whatever it wants because its little and cute. Small dogs tend to not like going outside when its wet or cold.

much of what you stated is true. I am a long time former breeder who now rescues Min Pins and can tell you that most small breeds are single coat dogs that simply do not do rain and cold well. These small breeds are simply put, uncomfortable in bad weather and will avoid it at all cost. It is very true that small breeds and especially Min Pins are notorious for being hard to house train. It is just part of the breed and most small breed dogs. It has nothing per se to do with owners as much as the breed itself.
