cream of tarter, brown sugar, baking soda, cinnamon, nutmeg, eggs, shortening, butter, powered sugar.

Depends on what you want to bake, I'm sure there are many more ingredients then these. Check out your recipes and see what you need. Happy Baking

flour (various types of what you like)
vital gluten
sugar
yeast
baking powder
baking soda
salt

Anything else really depends on the "what you are making", like cocoa, etc.
But you can make cake or bread with at least these. I didn't add eggs or vinegar in but I know you need them for cake, but you can find recipes which will use either.
Sugar (granulated) you can process in the food processor to get something like powdered sugar if you are out.

Icing, baking/ cake mix, milk, eggs, whipped cream, salt, pepper, Pam Cooking Spray (to coat pans so things won't stick), plain Jello (put 2 boxes of this in to make cakes extra moist--the taster(s) will LOVE ya for it!).
