ask him. you have got t o be honest with him. does he just want you now that he hasn't got you? is he just keeping you around just incase he changes his mind?
i would say to him, lets try again then. why did you break up in the first place? you are asking a very complexed question that is very hard for any of us to answer as you have not given us any details as to what has gone on in the relationship to get to this point. if i were you i would ask the question again and this time add some details so that we can all get a better picture of what is going on and then maybe we could give some solid advice.

Since he ended it, there is probably a reason. Maybe his new "plans" didn't work out. Continue to be friends with him but let him know you have other friends and he will have to limit his calls. To answer the rest of your question, I don't think he loved you to start with so he doesn't STILL love you.

To be honest, I don't really understand anyone who breaks up with someone then says they still want to be friends. Why not just go all the way?

Yes, he is in love, but not with you. He is in love with himself and you were a convenient means for him to bring pleasure to the one he loves (himself). Sounds like he has yet to find another convenient way to bring himself pleasure.

maybe he thinks he does but it sounds to me like you're a habit to him, he doesn't have the confidence to move on, or hadn't found someone else yet so wants to keep you hanging on.
Sorry, you wanted our opinion and mine sounds so brutal but, in my experience, "wanting to stay friends" is man-speak for him keeping you in his address book until something better comes along.
