where can I start the service "help and support" if windows can not start it?

Question

anytime I click help and support from the start menu a message pops up saying "windows cannot open Help and support because a system service is not running. To fic this problem start the service named help and support". Am using window xp unlimited

and ask him online about u'r problem .
