"Secular" is definitely preferable. Just take a good look around the globe, and you'll see that the most repressive nations are those with theocratic governments.
Here in the US, we are supposed to embrace ALL religions; meaning that Christianity was never designated as the "state" religion, and as such attempts to incorporate it into our government are wrong.
There are several outspoken far-right religious figures that have made no secret of their "agendas" to take over our government. People like this would be overjoyed to be able to participate in the total control of what we see, read, hear, etc.
This is why we have freedom of speech and press - so that no one philosophy or theology takes precedence over another. Of course, that means that groups like the neo-Nazis get equal time with people like Pat Robertson and Jerry Falwell.
It's up to the individual to discern where the madness ends and the sanity begins. I don't need some televangelist-come-politician to TELL me where.
This is why the great English poet/author John Milton published "Areopagitica" back in 1644. It was a treatise for freedom of the press, as opposed to letting the Catholic church control all printing presses.
Milton wrote,"Who kills a man kills a reasonable creature, God's image; but he who destroys a good book, kills reason itself, kills the image of God, as it were in the eye."
"If we think to regulate printing, thereby to rectify manners, we must regulate all recreation and pastimes, all that is delightful to man."
"Wherefore did he (God) create passions within us, pleasures round about us, but that these rightly tempered are the very ingredients of virtue?"
"Though ye take from a covetous man all his treasure, he has yet one jewel left, ye cannot bereave him of his covetousness. Banish all objects of lust, shut up all youth into the severest discipline that can be exercised in any hermitage, ye cannot make them chaste..."
There was never a better defense of free press written than:
"And though all the winds of doctrine were let loose to play upon the earth, so Truth be in the field, we do injuriously, by licensing and prohibiting, to misdoubt her strength. Let her and Falsehood grapple; who ever knew Truth put to the worse, in a free and open encounter?"

While I feel a secular form of government is a much better choice, the influence of theology will not remain out of it because people are influenced by their own beliefs. The only way a true secular government would come about would be if every politician had no beliefs in theology and that will likely never happen.

Secular forms are more desirable, so long as they respect the individual’s right to worship as they please - so long as they don’t restrict religious freedom.
A theocracy restricts religious choice, or the right not to worship if one chooses. Also, a theocracy is likely to face the same tendencies toward corruption as all other forms of government, but if they claim to be sanctioned by God they will be more difficult to challenge.

Secular governments are safer. In a theocratic government people can become corrupted and claim, "I am the President and thus I am God's chosen instrument and he has given me full authority"......... Bad things happen when deluded people think they have divine right.
