your question contridicts its self theocracy means run by god alone acording to islam christianity and judism god appoints the leaders now this is not to say that he will let us pick the wrong ones if that is what we want according to the bible and the torah when isreal cried to god for a king he said fine he will tax you they said they wanted to have a king like all other nations and he said fine make your selves miserable and since then god has appointed those that we pick. I'm not a christian but the Idea depicted in your question can simply not exist

If you're meaning the USA, we are NOT secular and hopefully never will be. We're a Christian nation. Period.
