Bush didn't give nuclear power to India. He agreed to share nuclear technology with them. Bear in mind that India already has nukes.
As regards nuclear non-proliferation, it would be good if India and Pakistan (and the United States) signed the pact, and I think would be very useful in our current stand-off with Iran. At present, the US is basically cherry picking the countries which can and cannot proliferate, and is proliferating itself.
