Well, I have a brother with the same problem. In a short time is his birthday coming. And he becomes 15 too.
I think, if he has yet a CD-player or stereo, that you can give a CD. If you know him good, you know his music flavor. I think he should be happy, because he thinks that you're interested in his flavor.
Or, if he has already an iPod, sound boxes or something?

The answer to that question depends mostly on the interests of the said individual (What is he into?). Is he into sports, computers, art/photography, etc. once you know that, get something related to his interests (just make sure he doesn't already have whatever you get him!)
