Your question is a little vague there; what do you mean by 'more garbage'? Garbage is uncountable, so if you're talking about the amount of it in relevance to the number of fishes in seas, I would have to say fish. Some fishes can reproduce in millions, for example, the Sunfish, whereas the amount of garbage in seas can be controlled as there are more environmentally-friendly campaigns going on worldwide currently.
