That would be a total no. I mean there is the possibility that one day soon Tom may say something to Mark and they may become friends again and Blink would come back but at their current age I doubt if they did become friends that they would ever make music again. As of now Mark and Travis hate Tom. If you hear +44's new song, No It Isn't. The lyrics "Please understand this isn't just goodbye, this Is I can't stand you" is about Tom. It shows that Mark and Travis have a grudge against Tom that will probably last. Tom was the main cause of the break-up despite Tom saying that Blink broke up due to the fact Mark began to aruge with Tom after Boxcar Racer. This is not true.
However, Tom formed a new band as you probably know called Angels and Airwaves. While Mark and Travis formed +44. Plus 44 is in my opinion closest to Blink because it has generally the same sound minus Tom's voice of course.
Oh and on a note. I guess this rumor was dismissed but on the song No It Isn't which expresses Marks feelings on Tom. There was originally some speculation that the whole song was not the real feelings of Mark. The title "No It Isn't" lead some people to believe that maybe that the song wasn't how Mark truly felt. It would make sense.

Tom DeLonge (squeaky lead singer) is in the band Angels and Airwaves, and is a bit too 'up his self' to get back with the other two.
Mark Hoppus(?) and Travis Barker (Better singer and the drummer) are now in a band called +44 and they rule. They are fantastic and remind me of the very old blink 182 (before travis was in the band). THEY DO NOT NEED TOM.

I doubt it. I wish they would, but it's not happening. Tom's got Angels And Airwaves, and Travis and Mark are in +44 now.
And there's the fact that Travis and Mark really can't stand Tom anymore as well. I read an interview with Mark and Travis, and they referred to Tom as 'That Guy' all the way through. And their song 'No It Isn't' is about the breakup.
Shame it all went wrong, they were amazing.
