I have short ringtones about 30 seconds on my cell phone. Are ringtones supposed to be short or can you have the complete song on your cell phone?

no they are only that long because by 30 seconds it usually gets to your voicemai... thats why there are no 4 min ringtones... but you can get an mp3 phone and play the song if that what you want... I have the new samsung ones but there are lots of kinds

Yuou should be able to chnage this in the tones or settings folder. Most phones ring for as long as you set them, so there are different ringing lengths. Good Luck

Sorry, but you cannot have a complete song for a ring tone.
