Then Start/All Programs/Accessories/Entertainment/Voice Recorder.
Make sure your microphone is not muted. Right click on your volume icon by the clock, Open Volume Control, Options, Properties, Check Mic Volume and make sure the mic mute is unchecked (default is muted).

All you should need to record your voice is a microphone, which can be purchased at any electronics retailer (1/8' plug size... the same size as a pair of headphones that you plug in to an IPOD). There should be another hole on the back of your computer that is pink that is right next to where you plug in your speakers.
98 and XP both come with the software you need. Access it by doing the following:
Click Start
Click Programs
Click Accessories
Click Entertainment
Click Sound Recorder.
This opens a small window. Before you try to record, open "volume control" which is in the same folder as Sound Recorder. Make sure your "line-in" is not muted, otherwise the computer will not record your voice. Also make sure the volume is turned up towards the top.
Anyways all you have to do to record your voice in sound recorder is push the red recorder button, and start talking. You can play it back whenever, if the quality isn't too good try turning down the volume of the microphone in volume control. You can save it as a .wav file (a larger file type, but compatible on almost any computer).

All you need is a sound card, most computers already have that.
You need a microphone, input the microphone cable onto your sound cards mic-in line and then go to start menu >run > type "sndrec32" without the quotes, ok ,this wall start the sound recorder, unfortunately you have to hit record every 1 minute as the recording stops, you can use cool edit 2 , adobe audition, nero wave editor, creative wave studio etc for continuous professional recording at the highest customization and control

1. You need a mic.
2. If you wanted to record short sounds clips, then you can just use the "sound recorder"
start>all program>accessories>entertainment>sound recorder.
If you need to record longer sound clips, you have to purchase an audio utility software.

A bit more info needed.. What type of mic is it, USB or analog? What type of sound card are you using? Realtek cards, for example, actually have a setting to turn up the mic from the "audio out" jacks. (I know, its weird) If it's USB, do you have your input set to that mic specifically and not your sound card?
