Should I start promoting my Talk Show site now?

I'm currently working on my talk show/live gossip critics site. Currently under construction, I'm wondering if i should put a under construction page first, and a brief intro on what's gonna be all about and the expected premiere date of it, and start promoting it now? Or should i wait after it's finished? which one would benefit better for me and my site?

It is better to have some content.

People won't come back if it's "under construction" but if you give them enough teaser information and get them to sign up to your mailing list, that would work best until you have something to offer.
