I've been looking into buying my friend's 95 Millenia, and its been a great car for him. Unfortunately, your question doesnt really give enough info to enable a good answer. For instance, whether it is just slow, or if it sputters out, or if it tops off at a certain speed, or if the engene revs abnormally high once you hit a certain point, etc. Could be a number of things depending on the symptoms.

check the air intake snorkel tube ( one from the air cleaner box to the throttle body. see if it is torn or ripped.
