Hentai is not broadcasted on Japanese TV. Hentai are basically OVAs if you want to put them into the anime catetory and OVAs are original video animations made for home purchase, not for TV broadcast. Hentai is for a specific market, and for specific niche markets like that and due to it's adult content, they are to be bought by the viewer not shown on TV.
Not to mention dating simulation/hentai comptuter games that turn into anime tv series [Air, Kanon, Green Green, Kashimashi, Kimi ga nozomu eien] even though they were hentai games, once they are turned to TV series, the are toned down and most of the sexual situations or excessive adult orientated material is gotten rid of.
Although, now some raunchy anime that may have some sexual situations or nudity may show up on late night TV. But there aren't generally hentai, they are just more adult storyline anime, but aren't labed under the 'hentai' lable.

This was back about 10 years ago, so things may have changed since then.
I was stationed in South Korea with the USAF and we got our cable TV from stations throughout Asia. One of the Japanese channels we got, which had English language shows on much of the time, sometimes with Japanese subtitles, showed Japanese porn movies late at night, along with the Italian gameshow "Stripping for Lira". No, I am not making "Stripping for Lira" up either. I am not 100% what exactly the Italian name for the show was, but it was told to me by a friend of mine who was stationed in Europe that's what he was pretty sure that's what it was called.
Here's the funny thing about the porn. They would blur out the genitalia. Breasts were fine, but that small genitalia area, that had to get blurred out. Why? I don't know.
I would suspect that hentai would be available on TV. Unless standards of programming have changed drastically in the past 10 years or so, I can't see much of a difference between live action porn and cartoon porn, cartoon porn maybe even being more acceptable for standards since it's not real action.

I don't know where sultan... is, but he is TOTALLY WRONG!!! Japan does not show hentai on normal TV. They only have it on adult channels and pay-per-view TV. Up until now, you had to get a dish antenna to access those types of channels, but with the introduction of cable TV and Digital TV signals, those types of adult channels will be easier to access. They will still be pay services, but you won't have to go through all the paper work or filling out applications and such that you had to do before. The entire nation of Japan will be switching over to a digital signal by 2011.

don't go asking around for "hentai" in Japan, or otherwise perfectly polite japanese people may butcher you in the street. They hate that word/They love that word. Ride on the train for a bit, and you'll notice advertisements for hentai hanging right over people's heads (ride the Meitetsu line for the good ones). there are some dirty things on TV at night, but it's basically silly junk. nothing to arouse a serious perv junky like yourself.

It's cheaper and faster to sell videos of erotic animation than to air them, getting a time slot is expensive.
The Xenosaga animated TV series aired in the middle of the night (around 1 a.m.), and it ain't exactly erotic animation, and Xenosaga also ain't exactly a name with low brand recognition.
And also many of the animated TV series are joint projects between the TV stations and the animation studios.
