There's a high school near me and Ialways see the kids escaping out a hole in the fence at the back of the school field-
should I tell the head!?

ABSOLUTELY!
This is a Health and Safety issue - if there was a fire or emergency the school wouldn't have a true record of the pupils who were on site.
If the situation doesn't improve inform the Chair of Governors or the Local Authority.

I think the teachers and school administrators of that high school know there are "kids" escaping. These "kids" are probably trouble makers and miscreants, and the school is better off not having them there. Feel free to inform the school, but I don't think they will, or can do, anything other than fixing the hole in the fence; and, the "kids" will just find another "hole" in the educational system.
Unfortunately, due to Federal and state laws, the American public school system has little, if any, control over the students. The ACLU, the NAACP, and parents, themselves, stand "tall" for the student. The schools and the teachers have virtually no legal status.
As a retired teacher, and now working as a substitute teacher in a metropolitan school district, I have witnessed students shoving teachers down stairwells, pushing them in the halls, spitting in their face, throwing rocks at their cars, trying to set fire to other students, throwing desks across the room, pulling knives, and exploding stink bombs in an assembly. I have had students call me the "B" word, and a "Wh". School administrators have done nothing!
The American public school system has been financially crippled through Federal legislation requiring them to provide an education to all--even those who don't want to be educated.

You'd better. Should something happen to one of those kids, you may be held responsible. Especially in a civil suit case which insurance will not cover nor can your attorney fees be balanced into.
You should contact the school and tell them of the fence breach. Make sure to document the date, time, who you talked to, and the materials covered in your discussion. This will "cover your butt" when something does go wrong.
You stand to face charges should something happen to one of those kids; I am not talking about if one gets caught or something. See, sexual predators study human behavior much like sociologists except they have that evil twist. So it goes without saying that someone else knows of that fence breach also. (sexual predators can be one of those kids also) As soon as one of those kids is assaulted, raped, or worse and the police detectives come snooping around your door you'd better be ready.
So, notify the school and document it. This way, should something occur you can prove that you did the right thing and get out of that pending civil suit from that kid's mom, dad, uncle, aunt, grandparent, and who ever else feels like suing you.

Yes. Kids need to be in school and learn. We don't need more uneducated people joining the workforce. We already have enough politicians.

yes- if they can get out others can get in...think if it were your kids.
though dont forget to add how its not your job and they should take better care of their property with checks ..etc
