You can start almost any business with $5000. The first thing to do is come up with the business idea. If the idea is good enough, money won't be a problem (you will find investors).
I've started 5 businesses, and I didn't put more than $10,000 of my own money in any one of them.

Eh, thats really not that much cash, A Lemonade Stand? Or you could perhaps by a used car for like 3000 bucks and then take the next 2000 and put it into parts and making the car look nice, and then sell that car for over 5000 bucks thus making a profit!! I do that all the time, buying used cars for cheap, putting a little work into them, and then selling for a profit.

My husband and I have an online/offline retail business that might work for you. I can't give you details here since it's against the rules of this site but send me an email if you'd like more information.

I have a home business in health and wellness that you could start for just under $200. Incomes of $20k/mo are not unusual in this business.

Start with the business that you very like doing best. If you like foods, start food business. If you like numbers, start with accounting business. If you like curving, painting, doing portrait as a hobby, invest in them and sell them as your business.
Ask yourself, what are you good with and really like most accomplishing? and start making business with that.
How big or small is your investment, it doesn't really matter, as long as you love what you are doing.

Tea and coffee cart.
Convince a big company or government agency to let you put your cart in their lobby. You have a built in customer base and security after you close.
