Goldberg is an elite athelete. Hogan was more of an actor than a true athlete, he did definately make the World of Wrestling exciting but Goldberg is a TRUE athlete.

in their prime, Hogan did not allow himself to lose. there have been many of matches where the writers scripted for Hogan to lose and he would refuse to do it.
where as Goldberg had no problem to follow the scripts and lose if asked to.
So with that in mind I would have to pick Hogan.
true he did lose a few times it just was never the amount of times that they scripted him to.
