If you have no gas line to the house, then either propane or electric. I would have to go with electric.
I assume that the house now has a electric water heater and your main question is cost of operation. I have had both, I prefer the gas, but the electric is about the same. The cost to operate is a little higher than gas, but that may depend on your location and the prices your utility charge.
Finally, there is not that much difference in cost between the two, so you'll be OK with the new house.

Gas hot water heaters are cheaper to use and the hot water return is more efficient than electric. Buy the house you want and you can convert the water heater to your preference. You can use the electric one or you can run a gas line (do not use flex piping) and install a gas water heater for as little as $380 if you do it yourself.

I've just installed a water htr. in an all
electric home. That's all there is in newer homes in Houston.(normally) As much GAS as we're full of and we use elec.!! go figure. I prefer gas stoves/oven as well. All the answers you have are correct and meant to help, but I would suggest you use the service(s) that offer a product to try and sell it to you! Your going to be paying those folks alot of money over your lifetime,
and they have the info you need. There used to treatin' us like theres no other store in town.. not anymore!! You are now in charge!! I call it Empowerment! (power, get it?haha) Call E-Co. tell 'em what your gonna' get, maybe... and how many folks you got takin' showers in there with ya'.. Do the same with the local Propane/Natural Gas Providers (my little brother always took care of that by himself! hahaha) Always remember.. in the words of the great Stanley Marcus , You are paying for a service they are selling. Expect nothing but the BEST!! All done real friendly like.

i switched and my bills evened out. but i bought a high efficient water heater. the higher the efficiency rating the more you will save also an on demand water heater will save you money because the water does not continually heat only when you need it they are expensive but well worth cost.
