Seal it in a air tight container filled with an inert gas such as nitrogen. Tarnishing is oxidation from the air in the atmosphere and is not truly preventable. Just clean your belt buckle with Brasso or other metal polishing compound about every two months or as needed and you should be good. You could also use a very soft cloth, such as a cloth diaper, to clean/polish it after handling as the oils and salt from you hands speed up the oxidation process.

The cheapest way I found is to clean it with jewelry cleaner often and keep it in a sealed bag.

Realistically you can follow those steps but really it's no problem to shine it up. I learned from my ROTC days that if it's brass, you can use regular toothpaste to shine it up. It really works!!
