Have you ever thought about severe punishment for not obeying you? It seems that the other posters have covered the basis on what to do about passwords, etc, but I think the bigger issue is that she is blatantly disobeying you.
If she is tween (11-12) or teen (13-18/19) then the punishment should be accordingly, but when I was little, we had our a-s-s spanked when we repeatedly disobeyed. In essence, you could show her that it is the same as going through your purse. I'm not recommending a beating, but I'm sure what you are most sick of is the fact that she does not obey you... this post is not meant to be sarcastic; I'm just always amazed on what all kids get by with, and I swear, my siblings and I did not get by with anything.
