My daughter won't listen to me when i say she can't go on my computer, and frankly i'm getting sick of it. Is there a way to stop her from accessing the computer when it is logged on another user, maybe using Command Prompt?

Put a password on the accounts and when you leave the system either log out or lock the system, even with a reboot she will not be able to access the system.

Have you ever thought about severe punishment for not obeying you? It seems that the other posters have covered the basis on what to do about passwords, etc, but I think the bigger issue is that she is blatantly disobeying you.

If she is tween (11-12) or teen (13-18/19) then the punishment should be accordingly, but when I was little, we had our a-s-s spanked when we repeatedly disobeyed. In essence, you could show her that it is the same as going through your purse. I'm not recommending a beating, but I'm sure what you are most sick of is the fact that she does not obey you... this post is not meant to be sarcastic; I'm just always amazed on what all kids get by with, and I swear, my siblings and I did not get by with anything.

Creating A Log On Password For Windows XP

Now close the User Accounts window and the Control Panel window to return back to your session.

If you are a administrator or administrator user do the following steps go to control panel in that administrative tools,computer management then services and applications
in that you can make the changes the services what way you want....through these you can able to control accessing.

You can just password protect your pc. You can also turn on the password on BIOS. Usually when your computer boots up it tells you what to press to go to the BIOS, try those two.

I think "finding" a way to prevent her to get on computer teaches the wrong lesson. She needs to be punished ~ she is disrespecting you.
