You don't go and ask him to be a friend; but you JUST be a friend.
Let's say start a conversation that both of you are interested in. Never make him feel bored or trapped.
Especially make him comfortable with you and never pressured.
Anyway, the most easy way is to be who you are. Since you're looking for a friend, you would want the guy to accept you as who you are.
Once the package of friendship has been opened, it can never be closed. It's a constant book always written to be read and enjoyed. Hope your book never closes.

Well its simple, somehow find a way to start talking to him, everything occurs through communication.
Dont make yourself seem weird, find a reasonable excuse to talk to him, like if you have a certain class with him justbring up something random and if you know him through friends you can have your friends introduce you to him so then it'll be easier but if it's some random guy you just want to be friends with you should just figure out some way to start talking to him.
Gradually once you see him frequently and talk to him every now and then a friendship will grow out of it. If you're shy just break ot of you're shell and be outgoing and be nice, cute, funny, etc. Just be yourself.
