Take him to a place where all the wild Pokemon are the same level. If you're feeling brave, try fighting Pokemon a few levels above you. Although, it always seemed to me that fighting other trainers got you more exp.
If you've already beaten the game, there's a trick that works great. Put the Pokemon you want to level up in the lead spot, and have him hold the item Exp. Share. Then go fight the Elite 4 and the the Champ. When the fight starts, switch out the low level Pokemon for a high leveled Pokemon. When you kill the first enemy Pokemon, it should ask if you wanna switch Pokemon. Switch out to the low level again. Then switch to the back to the high level again.
When you do this, the low level gets 3/4 of the exp points and can't get killed.

I would start around the area that pokemon are that same level.. or maybe one or two below... then keep training over and over until it's strong enough... hopefully it's over level 5....ish...... or make it a starter and then as soon as it is out there..switch for someone stronger until it gets some better attacks.. or use a TM or HM... =)

Put it in front of the party. When an enemy appears switch it to the one you want to fight the enemy with. Then the pokemon you put in the front of your party will get EXP without fighting.
