If a person is shy, it does effect his self esteem somehow or the other. Like, if he has to do some work and isn't able to do it properly because of his shyness, it would effect his self esteem and make himself a failure in his own eyes. Which would be very bad for his self esteem.
Likewise, if his self esteem is low...naturally he would be shy, to present himself. Again, both are related. Though, shyness can sometimes be take for modesty, which appears to be a good point in a person's personality.

"Our two minds .... One is an act of the emotional
mind, the other of the rational mind. In a very real
sense we have two minds, one that thinks and one that
feels" (Daniel Goleman, Emotional Intelligence,
Bloomsbury Publishing, London, 1996, page 8). This
rational mind is also called the faculty of logic and
reason. Emotional mind is connected with shyness and
rational mind is connected with self esteem.
The Upanishads say that they are opposite in nature.
Modern psychologist also have observed it, but
they are not very sure about it:
"At the same time, reason sometimes clearly seems to
come into conflict with some desires (even while not
being in conflict with others) giving us the impression
that reason is separate from emotion".
http://en.wikipedia.org/wiki/Reason
Emotional mind works dominantly in females - we usually
attribute shyness to females. Rational mind works
dominantly in males - males say that their self esteem
is higher than that of females.

They're not always correlated. Shyness can be related to personality type, like introvert or extrovert.

people who have a high self-esteem are very outgoing and are extroverts, people who lack self-esteem or have poor self-esteem tend to be reclusive and introverted.

i think that if people have a high self esteem, it means that they are confident. they are confident with themselves, and confident in awkward situtations. when you are that confident, you are outgoing and always creating a light mood - even in those awkward situations. if someone is so outgoing, because of confidence, because of self esteem... they are not usually shy.
