メタリック封筒 = metarikku futo = metallic envelopes. By metallic, they are talking about the sheen of the background design. It is the mirror/sparkling type.
４枚 = 4 envelopes inside (of the metallic type) (枚=mai= counter designation for small flat things.)
紙封筒 =kami futo= paper envelopes
各１０枚 = 10 Envelopes of each design enclosed. There are two designs displayed for the paper envelopes, so there are 10 of each design, totaling 20 paper envelopes.
(各=kaku=each)
Metallic envelopes + Paper envelopes = 24 envelopes total.
