Well like everyone says people either love or hate it all depends on what they expect of it and how well they use it.
Personnaly for a school website I would use a CMS so that 'non-programers' can add content etc. Make it interactive and get more people involved. May take a little longer to setup but once it is, it sure is easy to add content.
Check out one like http://phpwebsite.appstate.edu App State uses it for the entire college.
