at the risk of sounding stupid, what does the phrase 'kiss on either cheek' mean

it is an ambiguous phrase: it seems it can mean either 'kiss on both cheeks' or 'kiss on one or the other cheek'.

The saying comes from a famous Bible parable about Jesus NOT receiving a kiss on either cheek.

Depending on how the phrase is used, it can symbolize contempt for someone (if you didn't get a kiss), or a welcoming acceptance(if you were kissed on each cheek)

I know that in Europpean custom, a kiss on either cheek is a gesture of hello. Is this a phrase that symbloises hello?

I can't find anything symbolic about it....

It seems like it simply means you kiss both cheeks one after another.
