CAN ANYONE TELL ME WHY THE KIDS GET TO HANG OUT AT THE BIG LOTS PARKING LOT AND LAGRANGE HIGH SCHOOL WITHOUT THE COPS CLEARING IT OUT ?

It's LaGrange, where else are they going to hang out.

Seriously though, it's probably because there is a small police force and they just don't have time to be constantly chasing the kids out.
