The most devastated country in Europe due to military action is undoubtedly Russia - 20million dead by end of WW2. The next most heavily devastated must be Germany. Smashed to bits by both the Red Army in the east and the Allies in the West.

The very best ever series on WW2 is called "The World at War", narrated by Laurence Olivier. The entire history of WW2 is told in this series which is available on DVD. This series was made in the 1970s and thus has many war veterans from all sides, who are interviewed in the series, from old generals to quite ordinary men and women.

If we are talking about the geography rather than the people then the two countries that came off worst in WW2 were Russia and Germany.

Russia adopted a scorched earth policy in retreating from the Germany army and also lost some 3,000,000 people.

German cities were pounded by bombing in the latter days of the war and some, like Dresden, were almost completely annilhilated.

It would have to be either Germany or Russia,

By loss of life, Russia, between WW1, the Russian Civil War and WW2 Russia had a huge loss of life.

WW1 human loss of life 40 million

Russia 3.3million dead 4.7 miliion wounded
Germany 2.6milion 4.2million wounded

Russian Revolution cost an estimated 15-26 million lives

WW2 Human loss of life 63 million, 3% of the worlds population.

Germany
7.5million 10% of Germanys popultion
23million Russians or 13.7% of Russia population.
These numbers just reflect the military and civilian dead, not the missing, crippled and maimed. Or those that latered died in the prison camps and gulags of Russia.

By destruction Germany, Russia is a huge country and the destruction was mostly limited to western Russia.
The Allied bombing of Germany effected most of Germany and almost every German city of size was destroyed. No place was every bombed as much as Germany.
