The cement shall set into a hard mass. This setting is due to the hydration of the componants of cement such as Dicalcium silicate, tricalcium silicate, tricalium aluminate and tetracalcium alumino ferrite. To reverse this change you need to reheat the hydrated cement in a kiln at very high temperatures.

I used to sell bagged concrete and we always had to keep it from getting damp. Usually what would happen when it got wet was that it wouldn't set up completely hard like mixed concrete but clump up in little clumps making it useless. We always had to throw those bags out, so I am guessing once it goes through that process it can't be reversed. If it conpletely sets up it obviously cant be reversed.

use the cement imediatly or remove the part that got wet
in 2 days it becomes unusable
happens to me all the time
once the cement gets wet
the reaction is reacting and drying in the sun only makes it unusable faster
better to keep it in the shade untill you are ready to use it and you only got hours to make up your mind
not days

No, the reaction between water and cement is can not be reversed, i.e., you cannot get back cement, by drying the wt cement.
