In regular journalism, text is listed in the order of importance so that a reader can scan the first couple of lines and get the gist of the content. Repetition might be used to underline importance. However if you are talking about ONLINE newspaper articles, the frequency of repetition can affect keyword hits, so that searchable content can rank higher in search engines. It sounds like what you are referring to is SEO.
Search Engine Optimized describes a marketing technique of preparing a website to enhance its chances of being ranked in the top results of a search engine once a relevant search is undertaken. A number of factors are important when optimising, including content, keywords and repetition.

Hard to tell, as you haven't given us the article that you base your comment on.
In general, newspaper articles try to cram as many facts as possible into the story, and to do it using language that is easily understood by the majority of their readers. That means about a grade eight level. The level is even lower for the gossip sheets on sale at supermarket checkouts.
The gossip sheets repeat things ad nauseum because the are so short of facts that they make things up. They seem to work on the priciple that if you say something often enough, people will believe you.

Newspaper articles are written on an approximate seventh-grade reading level. They are meant to reinforce the news over and over again, because people are stupid. By drilling it into people's heads with redundance, newspapers can rest assured that the people will understand at least some of it.

Journalism Sayings:
"If it bleeds, it leads"
"If it dies, it lies" (gets printed on the page)
"If it lives, it dies" (doesn't get printed on the page)
