Look at the prices at Penzey's spices, http://penzeys.com . They have absolutely top quality prices at less than grocery store prices. 1 gallon (8 oz.) of loose bay leaves is 10.89 at penzey's. The problem with trying to grow your own bay leaves is that you will need to dry them quickly, without overheating them or letting them get dusty. You also have to make sure that you harvest them at the right time to maximize flavor.

What do you mean by buying a Bay Leaf Plant? Bay Leaves grow on trees and you can't really buy the tree unless you plant your own which is very difficult and requires a long time to grow.

You can buy bay leaves in small packages or wholesale from Kadioglu Baharat Spice Company located along the Mediterranean Coast of southern Turkey. Their website link is http://kadioglubaharat.com/en/baharatlar/turkish-bay-leaves/.

Mersin represents the ancient home of bay leaves and grows naturally in the wild. Most mountains in this region are covered with bay leaves trees.

Nichols Garden Nursery (www.nicholsgardennursery.com) has bay laurel plants for sale. Be aware that if your gardening zone is less than 7 , you will need to bring the plant inside for the winter.
