For me it's a tie between Rob Halford and Geoff Tate. Both those guys got three octave range and can really belt it out.

She's Gone Steelheart
And watch for the live performance, simply the best vocals i have ever heard... and so many songs from these guys with that great vocal work... btw, his voice is the one used for the main character in the movie "Rockstar" with Mark Wahlberg :).
