If you're interested in learning the basics of skin care and simple makeup application, you can go to cosmetology school for an esthetician's license.

If you want to learn how to apply makeup dramatically, a good starting point is Mary Kay. If you become a start up sales person, your person above you will teach you how to get really good (and fast) with applications. They even have little classes to teach their products. You might even make a few dollars while you're learning.

As far as a "beauty college", there's only one college that teaches only makeup. I can't remember the name, but it's in L.A. somewhere.
