Cut to desired length. If they are baggy jeans you won't need to add material. If they are tighter jeans you will need to add an equalateral shaped triangle to the front and back of the skirt. The top point of the triangle should point upwards. Cut seams of jeans along normal seem to the point (crotch) where the legs come together. Do they same on the back. Sew seams together. The triangle adds width in the thigh area. Hope this helps.

Cut the jeans up the inseam. Pin the inseams for the front to another piece of denim that will fit in the triangular shape between the legs, then sew it using a denim needle (others break.) Pin the inseams for the back to another piece of denim to the back legs, then sew those together. Cut it to about 4" below the length you want it, then hem it.
You can sew the seams on the inside for a traditional look. Or you can sew them to the outside for a frayed look. After you fray as much as you want frayed, sew the seam a second time so the fraying will be stopped. Add leather lacing, beads, trims of all kinds, and tassels.
