That's a pretty wide range you're asking about; for example:
... what size are you thinking of? (they could be tiny to huge, and could need to be hollow, made over an armature for example)
...how much detail do you need/want?
...what type of papier mache materials do you want or need to use?
...what type of "doll" do you have in mind (stiff, jointed, realistic, simple....and just the head or head/hands/feet or the whole thing, etc?)
