Ohio, for one. You have to sign a contract when you buy them that says you intend to light them in a different state. Anything that doesn't shoot sparks or explode are legal.

I know TN allows you to buy it, but not shoot them off. Illinois doesn't let you use them or sell them. Now, this is the bigger fireworks, not your snakes kind.

georgia will not sell them for personal use. I think they can have professional fireworks shows.
