Either for temperature or for oxygen. If you have filter running then it's not temperature since the filter would mix the water so well, but it could be for the O2 as it's a brand new tank and just filled. Either way if they are just hanging out up there and not stressed out then you have noting to worry about and they will settle down soon enough.

Your water quality is most likely poor. You need a test kit, and your readings should be:
ammonia-0
nitrite-0
nitrate-less than 20.
You say the tank isn't very big...you don't say how big it is or how many fish are in there. I'm willing to bet it is far too small for the 12 fish you have.
Also, you just bought the tank today? And it already has 12 fish in it????? Did you research cycling before you set up the tank? You need to cycle your tank, or you will lose lots and lots of fish...

Do you have enough oxygen in the tank?
Also did you just add water and added the fish? Or did you let the tank cycle a few days?

is your tank new?if yes then you should have set it up with water and everything almost 15 days before putting the fishes in it.if you have followed this process and still the fishes are staying on top ,you better check the aerator it might not be working properly.fishes come to the top when they are not getting enough oxygen.

my boyfriend has fish and they use to do that , some questions you need to ask is if you just got your tank than you need to let your tank cycle which depending on what size could take up to 6 months for proper fish care. your fish probably are surfacing due to something like they have air in there bellies theres a proper term for it i just cant think of it. if this is your first tank , your probably inexperienced with it , which is normal , but read up on proper management . you can always Google what you need and talk to your local pet shop. they can help . good luck !

I think it is because of thermal layering and your tank is kinda messed up in setting. Do you have a filter in your tank, do you have a heater?
If not run to the fish store and buy these things. Also it depends on your fish, maybe they are just shy, My gues is they got high before you picked um up now they are torn up

I would say either the temp is too high and they are staying were the temp normally is lowest, they are having difficulty adapting from Ph in aquarium at the store or Ph is out of balance and they are gasping for air.I would adjust Ph to 7.0 or neutral if it is high in either direction. You didn't say what kind of fish you have but you may want to determin what Ph they prefer and adjust the water to that level, acid or alkaline.

what kind of fish?? they could be more comfortable on the top....you usually can get away with 1 inch of fish per gallon of water provided you have a big enough opening on top.....
