I have been to both of these cities. Monterey, CA is my choice. It is really a very small city but is most beautiful along the ocean shore (Monterey Bay) A good place to bring up a family. A little expensive. the weather is beautiful but on the cool side but not cold.
the biggest issue I have with Monterrey, Mexico is the weather- while it can be very nice it can also get very hot and humid. It also is a very large city and that is not my bag of tea.
There is a lot more to do in Monterrey to keep you interested and having fun.
However if Hillary Clinton wins in 2008 you might consider Monterrey, Mexico.

Never been to Monterrey Mexico but I can tell you that there is nothing to do in Monterrey California.Nothing. its a pretty boring town.

In my opinion, i think California is better. Just research it a little and find some pictures and have a great time!
