That is a very valid question. Of course, kids need love and a stable home wherever they come from.
And you're so right, there are plenty of kids in the US that need a good home.
But... somehow the orphanages in the US don't "advertise" themselves as much as those abroad seem to do. There seems to be a very strong lobbying effort in the US that makes a case for foreign adoptions. This might be because people who adopt from abroad generally are financially better off (it IS expensive and a lot of effort). They are organized and very vocal.
Someone should take it upon themselves and start talking about kids in orphanages or foster homes in the US. Maybe a celebrity will take this up as their cause and make a lot of noise about this. Then there will be media coverage and this would really help.

because here at least they can live in a foster home, the government will help children somewhat here. but over there there is pretty much no help by the government

i was wondering the same thing. probably because there is less red tape in other countries to go through. in the us you have to go through the whole social services system and it takes a long time.

well, she's got money and other countries don't have the restrictions and wait periods, plus it gets her publicity for 'helping' 'poor' kids in other 'poor countries'.... yes, it's quite a cynical racket thats going on there.....
